What are the 4Es of Safety?

Promoting a safe transportation system requires a holistic approach considering Education, Enforcement, Engineering, and Emergency Response. These 4Es are the pillars of the Strategic Highway Safety Plan (SHSP) and lay the foundation for goals, objectives, and strategies to promote road safety.

Education

A safe transportation system is only effective if users understand how the system works and use it as intended. Education does not only apply to drivers but all road users including pedestrians, bicyclists, motorcyclists, and micromobility users.

Enforcement

Positive road user behavior promotes a safe transportation system for all users. Prevention of poor behaviors through enforcement can mitigate the effects of unsafe behaviors and hold all accountable to create a safer environment.

Engineering

Roads, bike paths, and sidewalks connect where we work, live, and play. Safety-focused engineering of this infrastructure is crucial for promoting overall safety. The design of the transportation network needs to promote safe and accessible use of all these facilities.

Emergency Response

In the event of a crash, quick and efficient emergency response can save lives and prevent secondary crashes. The SHSP is developed with emergency responders so that safe access to a crash scene continues to be a priority.
